APPLY FOR SERVICE

Where service already exists... Simply call the office (660-646-4281 or toll-free 1-800-279-0496) with the following information: The current or last member's name and 911 address. Our current fees are a refundable $30 membership, $20 administrative fee and a security deposit based on the results of your online utility exchange report. Payment may be made by debit card, credit card, money order or check.

AUTOMATED ATTENDANT
Effective October 1, the telephone lines at the cooperative office in Chillicothe will be answered by an automated attendant. When you call either the 646-4281 or 1-800-279-0496 number you will hear the following: “Thank you for calling Farmers’ Electric Cooperative. To make a payment, press 9. If you know your party’s extension, you may dial it now. Otherwise, dial Zero (0) or remain on the line to speak to the operator.”

DISCONNECT POLICY

To request a disconnect due to no longer needing service (for example, as a result of moving), just telephone or stop by the office. Effective with the April 1, 2008 bill, if payment is not received by the15th of each month, the late payment fee will be $5 or five percent(5%) of the bill, whichever amount is greater and will be added to the balance due as reflected on the Delinquent Notice mailed on the 16th. If payment is not received by the 20th, a Notice of Disconnect is mailed. Those accounts that are not paid by the 25th are subject to disconnect on the 26th.

Collection Charges... Collection charges and re-connecting charges will be changing effective March 1, 2008. Each charge will be changing from $25 to $35. Collection charge is when an employee gets dispatched on a non-paid account. Re-connect charge applies if the account is disconnected.

BILLING & PAYMENT INFO

Payment Options

Pay Online: Implemented in early 2009, e-Business Online Bill Payment was made available to members. Effective April 1, 2009, FEC members may use the new online services to make a payment with a debit or credit card or E-check, check out their capital credit allocations over the years, look at their billing records for the previous 12 months, and more. Members must complete this application to enroll in the e-Business program. Download and print the application, then just follow the directions / fill in the blanks and mail or fax it back to the office in Chillicothe.

Members will need to create a password and use their account number (or member number) to gain access to their personal records. Members may also be able to store their credit card information with only the last four numbers of the card being visible so they don't have to look up the number every time they use the e-Business program. The e-Business Member Login is protected by SSL technology, verified by Geotrust.The front office staff...

Bank Drafting: FEC members who are on the automatic meter reading (AMR) system can take advantage of Bank Drafting to pay their bill automatically on the same day each month.

Payments will be deducted from your account on the 5th or 15th day of each month, whichever you prefer. Now you don’t have to worry about remembering to pay your bill. There won’t be any more charges for writing checks or for postage. Plus, the high cost of gasoline will allow you to save travel expenses to and from our office in Chillicothe.

Budget Billing: FEC also offers its residential members on the AMR system a method of payment based on the average energy usage of the residence during the previous 12 months. PRE-PAY METERING NOW AVAILABLE TO FARMERS' ELECTRIC MEMBER-OWNERS ( PAMS)

October, 2009 - A new service is now available to FEC members that will allow them to pre-pay for any electricity they use. The new payment option will allow members to choose their own payment schedule, purchase electricity when it is convenient, and monitor their daily usage. Plus, the member can avoid paying a deposit when they first sign up for FEC membership; or, if they have an existing deposit, this will be applied to their bill. Once the deposit has been used up, the member moves to the pre-payment option for the rest of their electrical needs.

“This new program gives members another option,” said Steve Shoot, Manager of Member Services for FEC. “The member becomes more responsible for the usage at the meter.” Shoot said members who participate in the program would not receive any penalty fees for late payments or high fees as a result of a disconnected meter. It is the responsibility of the member to remember to make their payment before the pre-payment funds expire.

Members who sign up for this option will be able to check their account balances daily, as well as their account kilowatt hour usage. The new program, known as PAMS, Prepaid Account Management System, will also send out an alert to each member whenever the account drops to a specific monetary level, which is chosen by the member.

The member has the choice of contact method, as well. The member can be contacted by e-mail or by telephone. In conjunction with this new PAMS program, FEC has opened a 24-hour payment telephone line, too. Members wishing to use the telephone payment option, may call 1-800-927-5334 and use a debit or a credit card to make their payment. Members do not have to be signed up for the PAMS program to take advantage of the telephone payment method, Shoot said.

Paying your bill may also be done online, effective November 1, 2009.

BILL PAYMENT OPTIONS
Farmers’ Electric members have a number of options in which to make their bill payment. Several hundred members have already taken advantage of being able to pay online. Members may also pay by telephone 24 hours-a-day by calling 1-800-927-5334. FEC members also have additional options, including automatic bank drafting, levelized billing, credit card payments and more.

For any member to pay online they must register with FEC. This protects the identity of any individuals account. The application can be found here on our web site. Members can also receive the application by contacting the cooperative office, and it will be e-mailed, faxed or mailed to you.

Members paying online or through the new telephone payment program may use a credit card, debit card or e-check. Also available to members is the no-deposit pre-pay metering option, which allows the member to choose their own payment schedule, purchase electricity when it is convenient and monitor their daily usage.

CAPITAL CREDITS

Capital credits are the profits, called margins by the cooperatives, that are left over from revenues after all operating expenses are deducted. Each year these margins are allocated, or credited, to members receiving electrical service.

Capital credits are allocated annually to each member. To determine your individual capital credit allocation, the margin percentage is applied to the amount you paid for electrical service for the year.

Each year FEC’s Board of Directors determines whether or not to pay capital credits. If the board approves the issuance of capital credit monies the capital credit checks are usually mailed to members the first two weeks of December.
