NATIONAL
RURAL ELECTRIC COOPERATIVE ASSOCIATION
National Rural Electric Cooperative Association (NRECA) is the national service organization dedicated to representing the national interests of cooperative electric utilities and the consumers they serve. The NRECA Board of Directors oversees the association’s activities and consists of 47 members, one from each state in which there is an electric distribution cooperative. The chief spokesman for the nation’s electric cooperatives is NRECA Chief Executive Officer Glenn English.
Founded in 1942, NRECA was organized specifically to overcome World War II shortages of electric construction materials, to obtain insurance coverage for newly constructed rural electric cooperatives, and to mitigate wholesale power problems. Since those early days, NRECA has been an advocate for consumer-owned cooperatives on energy and operational issues as well as rural community and economic development.

CEO In a recent survey of our membership, it
was noted that 35% of our members had heard of Touchstone Energy, and 26% knew that
Farmers' Electric is a Touchstone Energy cooperative. I was hoping that these numbers would be
higher, so I would like to take this time to give a brief
explanation of Touchstone Energy, and what it means to Farmers'
Electric. So what is Touchstone Energy? It is an alliance of more than 600 cooperatives in 45 states
that collectively deliver power and energy solutions to more than 22 million customers. These
cooperatives have joined together to create a national
"brand". Electric cooperatives operate differently than other utilities, and Touchstone
Energy helps us to communicate that message to you. The Touchstone Energy logo allows us to be
easily identified by consumers as a utility that has the same set of core beliefs and principles
as other Touchstone Energy members. Electric cooperatives are driven by their
commitment to the Seven Cooperative Principles. These principles are:1) Voluntary and Open
Membership 2) Democratic Member Control 3) Members' Economic
Participation 4) Autonomy and Independence 5) Education, Training, and
Information 6) Cooperation Among Cooperatives 7) Concern for
Community. The next time you see a Touchstone Energy ad on TV or hear a Touchstone Energy ad on

OF MISSOURI ELECTRIC COOPERATIVES
The
Association of Missouri Electric Cooperatives is a statewide service organization for Missouri’s 47 electric cooperatives. Organized in 1937 and headquartered in Jefferson City, AMEC represents the interest of the state’s electric co-ops and their members at the state capital and provides other needed services to Missouri’s member-owned, not-for-profit electric providers.
In addition to legislative activities AMEC provides job training to electric co-op employees, assists in marketing efforts and produces the award-winning monthly statewide publication Rural Missouri among other activities.

ELECTRIC COOPERATIVE Associated Electric Cooperative Inc. is owned by and provides wholesale power to six regional and 51 local electric
cooperative systems in Missouri, northeast Oklahoma and southeast Iowa that serve more than 800,000 customers.
AECI's mission is to provide an economical and reliable power supply and support services to its members.
AECI is a cooperative guided by the seven cooperative principles that reflect the best interests of members:
- Voluntary and open membership
- Education, training and information
- Democratic member control
- Cooperation among cooperatives
- Members' economic participation
- Concern for community
- Autonomy and independence
Associated's coal-based units are the foundation for providing low-cost energy to member systems. The cooperative's owned and contracted coal-based resources make up 53 percent of capacity but produce about 85 percent of Associated's energy. In 2004 alone, the cooperative's New Madrid and Thomas Hill coal units produced 15.2 million megawatt-hours for member systems. Associated employees continue to improve the maintenance and operation of these coal units, constructed from 1966 to 1982. These units have been generating at sustained, elevated levels since they were converted to burn low-sulfur coal in 1994.
In recent years, Associated has diversified its generation mix, building 1,633 megawatts of gas-based generation from 1999 to 2002. Those resources, which provide intermediate and peaking power, have enabled the cooperative to meet members' growing load demand. Associated's combined-cycle units, which use heat from the exhaust of the gas turbines to produce steam for additional energy generation, are among the nation's most efficient and clean burning.

| NATIONAL
FOOD & ENERGY COUNCIL The NFEC is an association of nearly 200 electric companies, cooperatives and public power districts. Helping our members serve their rural customers is our primary goal. This is done through educational materials, training courses, and direct technical assistance to members.
Originally formed to help utilities with their agricultural customers, NFEC has recently expanded its scope. Now we provide technical support and assistance to help power suppliers with their rural businesses and commercial key accounts. Specific topics include motor efficiency, security lighting for businesses, standby generator sizing and distributed generation sources, key accounts programs, wiring or grounding upgrades for power quality, and new options for serving three-phase loads with single-phase service.
