Chillicothe Development Inc., the
Chillicothe Development Corporation and
Farmers¹ Electric Development, Inc., jointly announced on Monday that they
have partnered to build a new spec building in the Chillicothe Area
Industrial Park. The announcement was made by CDI President Ed Turner and CDC President Tom
Chapman. Also in attendance were Steve Shoot and Mike Sanders of Farmers¹
Electric Cooperative, and Terry Rumery, president of Rumery & Associates
which represents the city of Chillicothe for economic development.

Dirt work has already begun at the site located south of Wire Rope and the
structure is expected to be completed by mid- to late spring. The total cost
of the building is projected to be $750,000 and, combined with the 19 acres
of land on which the structure will be built, the project¹s total value is
estimated at $900,000. The building will be a 50,000 square-foot structure
and be designed to allow for expansion up to at least 150,000 square-feet,
if needed.
In making the announcement Monday, Turner said that this project continues
Chillicothe¹s aggressive role in bringing in new jobs and investment.
"This is a joint effort of CDI and CDC to provide a spec building in order
to entice companies to look at Chillicothe when they are searching for a
location to expand," Turner said. "We have done this before and it has
always been successful." Turner said that the groups are hoping that by having this building,
companies will realize that Chillicothe is actively seeking new industries.
Chapman noted the importance of the location in the already-established
industrial park, which first began in 1989 and had its first industry
locating there in 1991. "This site enables a company to have both rail and the ability for
expansion, if necessary," Chapman said. "The fact that the electric rate is
one of the most competitive in the country combined with the excellent water
and sewer service provided by Chillicothe Municipal Utilities makes this
site an excellent choice."
Shoot noted that with the amenities found in the industrial park having a
spec building available will be key in getting businesses to take a close
look at Chillicothe. He noted that the prospects frequently compliment the
community on the cooperative effort among the local parties involved and the
presentations they make to the prospective companies. The money to construct the spec building is from a revolving loan grant that
FEC retained several years ago and with cash infusions from all the
entities.
Years ago, the board at FEC obtained a large revolving loan grant from the
Rural Development Agency, according to Dan Bryan, executive vice president
and chief executive officer of FEC. This money, he said, can only be used
for economic development projects in the Chillicothe area and has been used
previously to help build both Gear for Sports and Associated Packaging.
"We believe this building will recruit another new industry," Bryan said.
"The board and I are proud to be a part of this project."
Rumery noted that the structure will be a "shell building"
and not built for a particular industry. He said that although the spec building may not meet
a prospect¹s need, just the mere fact that the community has a building
already available increases the its chances of landing a visit by potential
businesses.
FEC Development, Inc., purchased 172 acres the land for the industrial park
in 1989. It¹s first industry to locate there was American Nail in 1991.
Today, more than 600 workers are employed in businesses located in the park.
The newest residents at the industrial park are Gear for Sports and
Associated Packaging, which both came about three years ago. Representatives
from both businesses had visited Chillicothe and the 50,000 square-foot spec
building that had just been built. Within 24 hours of each other, Rumery
said, both companies decided that they wanted to locate in Chillicothe and
that they wanted the spec building. Thus, with two companies making
commitments to come to Chillicothe and only one spec building, another
building was constructed to meet the need. Rumery acknowledged the importance of a partnership in making this newest
project possible. "This is just another example of how groups like CDI, FEC and CDC come
together in Chillicothe to help promote progress," Rumery said.
"Their alliance will help bring future jobs to Chillicothe and they should be
highly commended."
The building will be constructed by Copeland Construction. State grants will
be applied for to extend roads and rail to the building. This site will be
in the newly-enhanced Enterprise Zone once all the necessary paperwork is
complete, Rumery said. The park is also in a Foreign Free Trade Zone and is
in a Certified SBC fiber optic network.
